Project and Finance Plan Introduction
The TIF
District Project and Finance Plans (38MB) are
the foundation for the capital improvements within
the district. The Project plan lists and describes
each plan project along with it associated costs. The
Finance Plan documents the means for paying for the
improvements and how the money will be accumulated
and allocated over the lifetime of TIF. In addition
to those plans, we have included the agreements of
the taxing authority participants: Carrollton-Farmers
Branch Independent School District, Dallas County Community
College District, Dallas County Utility and Reclamation
District and the Irving Independent School District.
In addition, we have included our participation
agreements with the Las Colinas Land Limited Partnership
(Cousin Properties) and BH O'Connor (Crow Holdings)
(38MB) both
of whom are private landowners within the district.
Other materials contained within this page you may
find useful are a map of the district, its metes and
bounds, the financial models used in the development
of the TIF and the economic feasibility studies for
this TIF.
